According to the video online, the two foreigners had these bad behaviors by Ruyi Lake in Zhengzhou. They had no masks on, and they were making fun by spitting and throwing shoes to the lake. All other people who were walking by the Ruyi Lake wore masks, and the two foreigners began to laugh after spitting out. The behavior of the two foreigners caused dissatisfaction among many netizens. Some netizens commented that such behavior should be penalized.
Ruyi Lake is located in the center of the CBD Central Park in Zhengdong New District, Zhengzhou. Staff of local District Management Committee has received the complaint in the morning of August 28 and they have been looking for the two foreigners. Meng Qingen, a lawyer who made a comment during the interview, said that the two foreigners have violated public order, and showed disrespect to China's ethics and traditional culture. They should be morally condemned. The lawyer mentioned that, the behaviors are also considered to be illegal. According to Article 35 of the Regulations on the Administration of City Appearance and Environmental Sanitation, citizens should take good care of the public health environment; refrain from spitting, defecation, and littering of waste such as peels, confetti and cigarette butts. As they stay in China, they should abide by Chinese laws and regulations, otherwise they will face administrative penalties, and will need to correct illegal behaviors, take remedial measures, warnings, and fines.
